what about a developer performance plugin?

Hi guys,
while waiting for redmine 0.9 stable release, I'm thinking of developers performance and how to measure it.
What about a plugin that assigns points to developers who resolve tasks on time, more points to who resolve tasks some days before deadline and less points to who resolve tasks some days before the deadline?
I think it could be useful for a manager to evaluate the different team members and their work.
What do you think?
