Which avatars plugin does this official redmine use?

I'm trying to get an avatars plugin working in Redmine (gravatar or local, doesn't matter) and I can only seem to find ones from 5+ years ago that don't work. Which plugin does redmine.org use for avatars?

Built-in as in it's a feature customized for redmine.org or built-in as in my version (3.0.1) of redmine already has it somewhere and I can't find it? (Where is it?)

Settings -> Display -> Use Gravatar user icons
