Release Notes for v4.9

Feature:
   - Set ERPmine dashboard as the welcome page
   - Added Assignee field to Contact and Account modules
   - Added task script to load the ERPmine default dataset
   - Reduced the filter area size in the list page
   - Replaced image icons with SVG icons
   - Added edit hyperlink in User Payroll settings list
   - Moved Employee List page under HR
   - Updated CRM Dashboard and Admin Dashboard layouts
   - Moved the Resident menu after the CRM menu

Bug fixes:
   - Fixed the Notes popup icon issue in the Timesheet detail page
