After the issue is created there is no option (and no plugin i could locate) to change the tracker of the issue.

I do not know what the logic behind making it immutable is, but sometimes people file issues under wrong tracker for various reasons. Sometimes it is because they just made a mistake, sometimes because they misinterpret the original feature set of a product.

It is also quite easy to make tracker changeable (update tracker_id in issues table is sufficient), there is just no option for this from GUI.
