Not possible to add a "target version" in "new issue" if there are no open target versions defined

Description

The line "target version" with the "add new" button is not there in that case.

It's the normal behavior, allowing people who do not use the roadmap and version mechanism to have a clean issue form without a field that would be useless to them.

Ok.

Workaround for me.

  • Create a unused dummy version.
