Cannot edit users, settings after update from 1.X to 2.X

I have updated my redmine from 1.x to 2.X. Everything seems to be working fine until I wanted to add new users or check the settings. I can see the list of users but unable to add new one, as when I click new, it went to the error page.

- Resolution set to Invalid
