Description
If I upload file to attach and it contains cyrillic (russian) letter "И" (ASCII code 200) in its name, then this file would be impossible to download later - I click on it and I get "internal server error".
Is that a bug? Is there a workaroud?
Environment:
Redmine version 3.0.0.stable
Ruby version 2.0.0-p594 (2014-10-27) [i386-mingw32]
Rails version 4.2.0
Environment production
Database adapter Mysql2

I should probably add that other russian letters work just fine so far.
