I think that it will be a good point to have separate permissions for "creating" and for "deleting" Versions instead of having one "Manage" right.
To my point of view Creating a Version is part of the common process of releasing something and could be done by some targeted developers, Deleting a version is to my mind something that belongs only to the manager of the project.
