The file only changes the existing translation. Could you describe why the existing translation must be changed?

I compared files and find his changes. Overall, he changed "Issue" from "vấn đề" to "hành động".
In Vietnamese language, "issue" (vấn đề) has negative meaning, like problem, trouble.
He wants to change to "hành động" which means an action needs to do, although it's not fully meaning
