Create a new kind of field that contains static information readable only.
This custom field value is shared among issues and no dedicated value is set in issue.

Custom field type could have sub types like its format : html,wiki (many kinds), image, ...

In fact a static custom field can be understood as the label part of the field.
This label can be more than a label.
This could then be used for any field custom or hardcoded and then part of the core with plugin hook capabilities.
