Right-align all time-tracking columns in Issues list

Description
The attached patch changes the alignment of all time‑tracking columns in the issues list to right‑aligned (e.g., Estimated time, Spent time).
These values are currently center-aligned. However, right alignment is the common convention for numeric values, making them easier to scan and improving overall table readability.
