Hello,

I am experiencing an issue with Multi-Factor Authentication (MFA) when it is enabled at the user group level.

When I enable MFA for a group of users, the affected users receive the following error message when validating their authentication code:

"The code is invalid or has expired."

However, when MFA is enabled by the user on their own account and is not configured at the group level, the authentication process works correctly.

Is there any specific configuration or prerequisite required to enable and use MFA for a user group?

Environment:

- Redmine version: 6.1.3.stable
- Ruby version: 3.3.8
- Rails version: 7.2.3.1
- Database adapter: Mysql2
