when i edit in wiki\help\plugins page, it works off with `markdown`

redmine.org uses Textile as the formatting language instead of Markdown. As such, you can use all Textile formatting rules. See https://www.redmine.org/help/en/wiki_syntax_detailed_textile.html
With your own Redmine installation, you can chose between Textile and Common Mark (i.e. Markdown).
