Redmine’s ITS: 500 error trying to add Unicode character circles CC in tickets (description, notes, etc)

Trying to create a ticket or modifying one on this meta-ITS fails when trying to add any description or note which contains a circled CC with an HTTP 500:
Oups...
An error occurred on the page you were trying to access.
If you continue to experience problems please contact your Redmine administrator for assistance.
If you are the Redmine administrator, check your log files for details about the error.
This occurs on Windows 11, whether I submit from Firefox 158 or Chrome 156.
This may be a regression, as I did the same on TDF Redmine without any issue. Examples:- https://redmine.documentfoundation.org/issues/3831

I do not know which version TDF Redmine runs.
This can be reproduced by trying to create an issue with a circled CC in the subject and/or in the description.
