Redmine

A project with no issues or versions of its own has no expand/collapse icon in the Gantt chart. Its subprojects are shown, but users cannot collapse them from the parent project.

Steps to reproduce:

1. Create a parent project with no issues or versions.
2. Create a subproject and add an issue.
3. Open the parent project's Gantt chart and include subprojects.

The parent project should have an expand/collapse icon.
