add a manager for a hole project

Description
I missed the function to add a manager for all subproject of a project.
So it's a lot of work to add different new subproject in a project-group. There should be a input-box to set the managers of the new subproject

This is very important to me. Currently in 1.2.1, if I give a user manager permissions for a project, those permissions don't affect the subprojects within that project. This means I have to add manager permissions for the project and each subproject. This is a huge pain for some of my projects which have 5-10+ subprojects. It seems to me that if a user has manager permissions of a project it should affect the whole project including all subprojects.
Admins: Could you please edit the title of this issue? "Hole" should be spelled "whole". The whole title should probably be re-written anyways to better explain this issue.
