Permission bug with view_issue_estimated_hours involves comments displaying

Description
I had problems with displaying users comments in tickets (issues). After fighting for few days i started checking each permission in Roles.
The bug is: when view_issue_estimated_hours isn't enabled users can't see comment below ticket what i think is wrong.

There's no view_issue_estimated_hours permission in Redmine core. Must be a plugin issue.
