Issue filters "Public" and "For All Projects" cannot exist together

Description
When creating a new filter on Issues, selecting the "Public" flag is not possible if the "For All Projects" flag is selected, and vice versa. Why are these fields mutually exclusive? Screenshot is attached showing these fields.

They are not, you should be able to set both fields at the same time; if not there is a chance that this is a plugin issue.
The "For all projects" fields is a bit special as it became readonly once the query has been created.
- Status changed from New to Resolved
I've discovered it is possible to select both fields when logged in as administrator.
