The wiki upgrade page http://www.redmine.org/projects/redmine/wiki/RedmineUpgrade contains the following information

Also remember that Redmine 1.2.x uses Rails 2.3.11, so you will need to upgrade your Ruby on Rails gem:

gem install rails -v=2.3.11

However, during upgrade you receive an error:

(in /var/lib/redmine)
rake aborted!
RubyGem version error: rails(2.3.5 not = 2.3.14)
/var/lib/redmine/Rakefile:4:in `require'

Which Redmine version did you install? 1.3.0?

If yes, then you should install Rails 2.3.14 rather than 2.3.11, see requirements.

If not, please give details according to SubmittingBugs and run rake with --trace.

Yes, I did the upgrade to 1.3.0.

It is correctly listed in requierementes, however the upgrade wiki page just contains outdated information. So, somebody with wiki page edit permissions just has to edit the page. Nothing more. ;-)
