Description
1. Open Administration -> Roles and Permissions.
2. Create any new Role such as "Administrator", save it with default settings.
3. Move your just created "Administrator" role to top.
4. Try to move the same role down and see that nothing happens.

It is impossible to reproduce this problem because Redmine 1.3.0 is too old and the code to reorder items was completely rewritten by #12909 (Redmine 3.3.0).
Please try the latest version of Redmine.
