The plugin adds a bot binding to each project. Notifications about created and closed tasks with brief information about the task and a link to the task.

Installation notes
- Unarchive plugin to folder redmine/plugins
- run bundle install
- run bundle exec rake redmine:plugins NAME=redmine_telegram_notifier RAILS_ENV=production
- Create a bot via @BotFather
- In the project settings, enter the token and chat ID
