I am trying to file a new issue but get a failure whether on my own IP or using VPN:

If you are reading this then it is not my IP - must be the content?

I know it's annoying but I can't fix that for you. I've experienced it myself several times in the past, so I can feel your pain :-/

Regarding the issue-report you've posted as a screenshot: it was previously reported as #32944 and was fixed in Redmine 4.2.0.
