Redmine and SVN: comment encoding and auto-filling issues

I installed trunk version of redmine and pointed it to my SVN repository.
The problem is that on the tab Repository all Non-English comments are shown as question mark (we are using English and Russian languages).
In the diff view sources are shown correctly, including Russian comments in sources.
I set following encodings in the encoding settings of repository in redmine:
UTF-8,UTF8,windows-1251,CP1251,KOI8-R
and UTF-8 in commit message encodings.
I also tried another possibilities of commit messages, but it didn't work
When loading default configuration, I chose en version.
How can I fix this?

ANother question concerns commit comments and time tracking. Is it possible somehow to track time using commits? I mean, when I write "refs #2, time 2h", redmine adds 2h to time tracking for the Issue #2?

Fixed first issue by loading default config ru.
Still, second question remains.
