The new issue status not appear when adding new issue

I created a new issue in Administration >> Issue statuses. But when I add New issue, it didn't appear.
I wonder this cause by my fault or...???

You can set the order they show up in the Workflow on the admin area.

You can set, for example, that New status cant go straight to closed, it must first go as in progress.
