Change notifications setting of other users (as administrator)

Hi,

is it somehow possible to change things on the "My Account" page, especially the default notifications settings, of another user?

That would be very helpful to initially setup new user accounts to a company default.

I'm afraid you don't have that possibility, even as an administrator. You could define some defaults for new users by hacking the code (not that hard if you understand some ruby/rails), but I'd strongly recommend against it as it might cause problems with future upgrades.
