Notify everyone by default?

Is there any way for all issue activity -- creation, updates -- to notify everyone in that project? (Or even to do this for all projects?)

Currently every time we create an issue we need to check all the checkboxes at the bottom of the page.

Each user can choose what and how much he wants to be notified about, see the mail notification options under My account.

Maybe would it be nice to have an admin option for enforcing email notifications, I mean not to leave this choice to the users. Actually, because we don't know how each other has configured his account, we see no other option than to add everybody as watchers each time we make a creation/update, to ensure everybody gets notified.
