Do i really need to restard server everytime?

hello,

i've read [url=http://www.redmine.org/wiki/redmine/HowTo_add_a_logo_to_your_Redmine_banner]the tutorial[/url] on how to write custom blocks into redmine browse page (app/views/layouts/base.rhtml)
however, it says that i should restart my apache

do i really have to do this? can't i edit some other `temporarily generated` file without restarting the whole apache?
