Notifications occur for Issue creation but not News item or Document creation

I've managed to send test messages OK and notifications arrive when an Issue is created or updated.

Curiously, I don't receive notifications on creation of News items or Documents.

I've checked all the relevant options under Administration >> Settings >> Email Notifications
i.e. "actions for which email notifications should be sent"

After turning on the logging as per FAQ, I notice that the target address for email notification is blank on those actions that are failing to notify, e.g. following a News creation:

"Sending email notification to: "

... while it is correctly shown on the successful notifications.

What's eating the mail address?

The users that want to get notified per mail of news or documents creation need to turn the mail notification setting (in My account) to "everything", or at least "everything for the following projects" and choose the projects they would like to get the notifications for.

I have "For any event on all my projects" selected, however this is not having the intended effect.

I'm on 1.0.2 (stable) release and I see that there are a number of similar posts to this one, that have not been resolved.

I'm seeing these same problems with Redmine 1.0.5.stable.4662 (MySQL).

I have a similar problem. Notifications are sent to all of my users when issues are updated etc. I installed the Reminder plugin and the reminder sends out the proper emails on all of the issues that are assigned to all of my users except for one. I tried looking in mysql to see if the users account could be corrupt, but I am not sure where to look. The user gets the reminders for issues tagged as watcher. Any idea what could be wrong?
