Changing Order of Fields in "New Issue"

Does anyone know how I can change the order of the fields in the "New Issue" screen? I've tried moving the custom fields up and down the "custom fields" list, but it does not affect the display order on the "New Issues" screen.

Have a look to file: "app/views/issues/_form_custom_fields.rhtml" and apply the sorting you wish.
