Time logging via commit message - which activity?

When entering time log entry in Edit issue dialog, we have to select Activity from list box and this is obligatory.

In contrast, the time logging format in the commit messages is

Fixed something, #435 @1h30
There is no activity here. Is it acceptable? Is it a bug?
