New issue hides subject and tracker field for non admin

Hello,
When I am administrator I can create issue without any problems.
However when the user is not an administrator the tracker and subject fields disappear and therefor I can not create an issue as one of those users.
It shows me the error:
"Subject can't be blank"
But there is no subject field to fill it in to.
In roles and permissions I gave the manager all permissions but still it has the problem with creating a new issue.
I would guess this is a permissions issue but where can I find the flag to re-enable this?

bump Anyone an idea?
It is quite unusable at the moment if a non-admin can not create an issue.
