If a new ticket gets created and watchers get added in the same step, should watchers get a notification or not?

Currently, with my Redmine 3.0.3 this doesn't seem to be the case. But this could be caused by some setting. I'm asking just to make sure that notifications may be sent or not, and that there is no bug.
