Add users as watcher via email after issue created

Dear all,
When we create issue via email, emails in To and CC will be added as watcher of the issue.
Is there any solution to add emails in To and CC as watcher after issue created.

This has been fixed in redmine (dont' know exactly version , but we are on 3.3.0 and CCs of updates are added as watchers).

FTR: #7017, introduced in Redmine 3.3.0.
