custom role and workflow

Hello,
I don't know if it'as a wanted behaviour, but I create mutiples roles, and they don't appear in the Workflow
please check at my screen.
In /roles I created "testRole"

In /workflows/edit I dont fin my "testRole"

Is it a bug?
I would like to create a specific workflow for people who are under "testRole" in a project

ok my bad!!
On this "testRole", I configured it as can not "create issue"
So this role was not listed in the Workflow.
After ticking the box "Can create issue", the role appear again in the workflow list.

I was searching that for days..
If it can help someone...
