Add button "Send notification again"

Hi,
it will be nice to have new button Send notification again. The reason is quite simple, for example - SMTP error and notification doesn't come, ... So after solving the problem with SMTP I need to send notification again.

I think it's not so difficult to solve it, especially if all notification's stuff are in core, but I haven't enough knowledges to solve it myself.

What I want to do:
1) add button for issue's header, which after click send notification like it is new
2) add button for journal/notes, which after click send notification like it is new

Can somebody show me the way or help me with solving?

I found solution via this plugin. https://www.redmine.org/plugins/that_resent_notification It works exactly how I described.
