actions can't get email notification

I used dedian and exim4 on my server. I can use 'mail' command to send email on internet and also get test mail from redmine. I set news and issues actions for email notification, but it doesn't work. I don't understand why ? No record in mail log.

I change smtp settings to gmail for testing. It's same. Testing mail is ok. Action notification email can't be recieved.
