Open a Ticket in behalf of a user

Hello,
should be possible, as manager, to open Tks for a user?
At now, in the form of a new request, there is no field to chose the user who will be the owner of the request.
As many users send mails to us ( IT department) with the problem and not opening the TK, should be great if we could open the TK in behalf of them.

sorry, our version is the old 4.1.1-7
