How to run command in Redmine ?

I am a freshman in this field, sorry for some strange questions but I really don't know how to run any command in redmine/ruby... I can not install redmine because in the instruction, there's the step of running command. Please tell me something about this.

You must first install ruby onto your machine prior to installing Redmine. Then go into your Redmine directory and follow installation instructions
