roles, permissions, workflow confusion

I have 2 roles... Suits and Workers
I have 2 issue trackers....Money and Bugs
I do not want Suits to be able to create a Bugs issue when creating a new issue, only Money. I do not want Workers to be able to create a Money issue, I only want them to see Bugs in the dropdown. I do want each to be able to see all Trackers.

Currently I have for role permissions...both can Add issues, Add Notes, Edit Own Notes.

for Workflow I have...Suits, Bugs...nothing checked, because I do not want either to be able to change Status.

How do I get Specific Roles to only be able to add only specific Trackers?
