Redmine Plugin Developer Needed to extend our instance of Redmine

Want to get a couple of plugins done. Here is the first one. Can someone here help?

Dependent fields - Add a custom field that can act as a child of any other custom / built-in field. When a selection is done in the parent field, the child field values must change. The dependent field must be filterable in issue trackers, must be used in reports, etc.
