This simple patch adds a SOAP primitive to check if the project has the repository module enabled before creating it on the svn-server!
It also enables the administrator to create automatically the well-known tags/branches/trunk folders.

The SOAP API is not present in Redmine anymore. Also, reposman checks if the repoository module enabled and unconfigured. This patch is thus obsolete.
