Description
There is a change in behaviour between 0.7.0-RC1 and 0.7.0-stable. With RC1, when there are no public projects defined the home page is the login page. With 0.7.0-stable, a blank project page is shown instead. This means that my non-technical users have to be told to sign in via the small menu option at the top right instead of via an obvious login page.

With RC1, when there are no public projects defined the home page is the login page.
No. By default, the welcome page is displayed even if there is no public projects. And this behaviour did not change with 0.7.0.
If you want to have the login page as the start page, just go to Administration -> Settings -> Authentication and check "Authentication required".
