Email delivery is not configured, and notifications are disabled.
Configure your SMTP server in /etc/redmine/<instance>/email.yml and restart the application to enable them.

This is not a defect but a support request. Closing as such.
The message you get says enough: configure it using the given file. See e.g. EmailConfiguration. But more importantly: why are you trying to configure Redmine 1.3.3 now? It is heavily outdated, not supported and probably vulnerable for security breaches. I'd suggest to install a supported version of Redmine.
