I created a role that has only permissions to create new issue but when the user log-in it see the news and activity tabs too.

Permissions for issue have nothing to do with news or activity tabs. To hide the news tab go into the project settings and uncheck the modul news. The activity tab you can't hide.

It's my mistake ... I misunderstood the concept of showing the navigation. I thought that there is some kind of sequence between project modules and user permissions. Would be good if it's like this.
