Hello,
In workflow administration there is a great feature - "Fields permissions" which allow to disable some fields for specific roles.
But even if all fields for all statuses will set as read-only user still able to edit these fields when add new issue.
It will be usefull for me beacuse I have role Reporter and don't want to allow such users to set fields like estimated time, start date, due date, % Done, and propably some else. I just want these users to report about some problem to some team.

Sorry, it actually works, the problem was because my user have multiple roles.
