Description

Since #12587, changing issue relations generates notifications.

I would like to turn these notifications off on a whole Redmine instance, because they lower the signal/noise ratio of the mails - even more because people often get two of these mails per change (one per affected issue).

This duplicates #16098, which was too difficult to find earlier.

(By the way, why can't I set a 'duplicate' relation?)
