Searching for "ALL" does not show Empty results

Description
We do search for the target version, but I believe this to be true for all fields:
TargetVersion <> SPECIFIC VERSION = 3922 entries
TargetVersion = ALL = 2880 entries
TargetVersion = NONE = 1208 entries
TargetVersion = SPECIFIC_VERSION = 166 entries
This leads me to the assumption, that ALL is not showing the NONE values.

Yes, TargetVersion = ALL means assigned to any version.
