Data inconsistency when inserting time entry after editing activities list (no check for enumerator present in database)

Description

steps:
open 2 browser windows (user and admin actions emulation):
window 1 (W1) - issue page
window 2 (W2) - enumerators administration page or project actions settings

  1. W1: open an issue page end press edit button to insert spent time
  2. W2: delete global action (in administration) or set project actions to default list
  3. W1: input and save workhours (choosing a deleted / reseted time entry action)
  4. W1: in time entries table the action cell of created report will be empty, but in DB there will be an ID of deleted action in action_id field
