I need the ability to set requirements for the attachment/file upload field in issues of project, as it is present in project workflow settings for all other fields.

In issues, I need a mandatory file field enabling attachment of at least one file, not in each project. I have looked in available plugins and issues and I have not found solution, I need a workaround, please.
