Mandatory custom field at closing of the issue

Description

I'm looking for a way to set a "custom field" mandatory to fill before to be allowed to close an issue. You can set a custom field mandatory to fill on creating the issue, but I would like only when closing, it means on creating we can let the field empty.

I tried to set fields permissions on the workflow parameter, but it doesn't make anychanges.

Could someone help me on this?

Maybe your account has administrator privilege. An user with admin privilege bypasses all permission checks, so the "fields permissions" setting has no effect for the user.
